Ceuta is a small city, it has 19 sq.kms and 78000 inhabitants approximately. Each family has one or two car, so I think that's the problem on the streets of Ceuta: to find parking.
I don't have driver's licence, but when I go with any people by car, I see we spend a lot of time looking for a parking. This is a problem that can cause stress in drivers. Finally the drivers park the car in a place that sometimes is farther their home, so is better walking to the place, and on the other hand you can do exercise.
I think that a solution can be make more parking, and each building should have its own parking. So Ceuta will be free of car, the movement will be more comfortable, and the city would be more beautiful.

I gree with Carmen but another solution would be to us the bus more.
